Barry meets Hot Pursuit, an alternate Earth version of himself who doesn't have superpowers. Instead, he's a Booster Gold-type protector of the timestream mixed with a traffic cop theme. It makes sense if you think about it. Our Barry invented the Cosmic Treadmill; it makes sense that another version of him took the technology in a different direction and further.

Hot Pursuit has a mission on New Earth, but he's a lone wolf sort and coldly brushes off Barry and Bart's offers to help.
